DUTIES:

Serves as a Contract Specialist in the Contracts Branch, Acquisition Management Division of OPM-SANG. Responsible for pre-award and post-award functions associated with multi-year service, supply, construction and supporting contracts. Contracts include multi-year service contracts for the Saudi Arabian National Guard (SANG) Modernization Program related to obtaining contractor developmental, training, advisory and operational services and overall support for SANG Headquarters Modernization. In addition to duties related to the prime contract, incumbent is responsible for awarding and administering related supply, service and construction contracts. Additionally, serves as primary liaison for support contracts related to the SANG medical program. Duties include coordination with SANG medical personnel and OPM-SANG Medical Management Division for the acquisition of equipment, maintenance agreements, and construction/renovation of medical facilities. Continually reviews contractor performance against contract requirements and takes immediate action to resolve problems. Coordinates with technical specialists within the division, medical representatives at SANG and OPM, other offices, and agencies, including the Saudi Arabian National Guard. Insures that all regulatory and contractual requirements have been met. Assists in controlling and monitoring performance of prime and subcontractors. Maintains close cooperation with primary and alternate Contracting Officer Representatives (CORs) and insures all contracts reflect current COR appointments/ terminations. Monitors the expenditure of funds and payments in accordance with contract provisions. Prepares determination and findings when required to support a contractual action. Independently performs the contracting activities for separate FMS cases for acquisition of military equipment and supplies in support of the SANG Modernization Program. QUALIFICATION REQUIREMENTS:

Rank/Grade: MAJ/04. Functional Area 51C Contract and Industrial Management or sufficient experience to perform the duties. Knowledge of Federal, departmental, or agency and local contract laws, regulations, and procedures applicable to the acquisition and contract administration of extensive or unique equipment and services. Knowledge of various types of contracts, methods of contracting, and selection factors to plan appropriate strategies to procure complex requirements, and to conduct negotiations in the pre-award and post-award phases of contracting. Knowledge of program objectives, technical terminology, and uses of equipment or services procured sufficient to participate in planning, negotiation, and administration. Knowledge of commercial and industrial business practices (e.g., use of cost analysis techniques) sufficient to identify sources, analyze cost and pricing data, and contract proposals, and to evaluate the offerors for responsibility. This critical acquisition position requires Intermediate Level II certification in the acquisition career field of PROGRAM MANAGEMENT SPECIALIST.
