  • This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Duties:

  • This position is located in Volunteer Recruitment and Selection, Office of Recruitment, within the jurisdiction of the Regional Recruitment Office. The Supervisory Public Affairs Specialist leads the marketing communications and public affairs function for the 9-state Northeast Region in support of volunteer recruitment and Peace Corps brand awareness.

    The incumbent participates in the development and implementation of a strategic communications and marketing strategy designed to generate recruitment leads and support brand awareness. Oversees key messaging development and ensures consistency, and performs communications and public relations planning and editing duties. Develops and manages the Regional Recruitment Office marketing communications budget and purchasing, and ROI tracking systems. Assists recruiters in developing recruitment campaign plans and strategies by researching media markets and promotional opportunities, recommending media/marketing techniques. Supervises the work of a team of regional public affairs specialists. Collaborates with public affairs and communications units across the agency. Participates as a member of the Regional Recruitment Office leadership team, involved in decision-making, processes and procedures, and staff training and hiring.
  • The incumbent is responsible for the regional office marketing and advertising program, including managing the writing and designing of related promotions, and negotiating the placement of online, print, broadcast and out-of-home advertising. Schedules direct marketing programs, including email marketing and targeted flyers and handouts.

    The incumbent establishes and maintains key points of contact with the media, and other key organizations and contacts. Functions as a liaison with the Office of Communications and the Office of Press Relations assisting in the dissemination of national press releases, public service announcements and campaigns, and coordinating media outreach and appearances. Writes news releases and feature stories, and develops story pitches for local media related to volunteer work and agency programs. Acts as a regional spokesperson and works with the Press Office on managing media issues involving the agency. Ensures key messaging, talking points and agency announcements are framed and distributed to regional staff.
  • The incumbent ensures regional office maintains social media and story blog presence adhering to agency guidelines and that appropriate and relevant content is posted on a consistent basis. Involved in social media strategy and operations decisions.

    The incumbent participates in the planning and implementation of community relations activities and special events. Takes lead role in supporting agency leadership visits to the region, including agenda logistics, briefings and speeches, and promotions and press activities.
  • The incumbent supervises a group of employees performing work at the GS-07 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated.
