    BPA is a not-for-profit federal electric utility. Our high-voltage transmission grid comprises more than 15,000 miles of lines and associated substations in Washington, Oregon, Idaho and Montana. BPA markets more than a third of the electricity consumed in the Pacific Northwest. The power is produced at 31 federal dams operated by the Army Corps of Engineers and Bureau of Reclamation and one nuclear plant in the Northwest and is sold to more than 140 Northwest utilities. BPA purchases power from seven wind projects and has more than 4,700 megawatts of wind interconnected to its transmission system.

    About the Asset Management Oversight and Program Support organization. (Org Code: TPW)

    Asset Management Oversight and Program Support is responsible for supporting Transmission Services asset management program, planning and implementation groups. This function consists of three primary responsibilities including estimating, asset investment strategy process and support, and work order analysis. Estimating develops detailed cost estimates and typical estimate models; perform cost analysis and trending for estimates; and benchmark with other utilities, and updates the estimating catalog and process based on estimating performance. Asset Investment Strategy (AIS) process and support manages the AIS submittal process. This includes reviewing, and coordinating the AIS submittals and training; establishing new work orders and adjusting work orders based on incremental and/or defunding requests; assisting, coordinating, and/or reviewing the development of business cases for completeness and conformance with agency and Transmission policies and procedures; coordinating the development of annual and out year capital and expense asset budget forecast submittals in support of OMB, IPR, and QBR; administering, coordinating and documenting asset management related decision-making related to program/project approvals and formal program management/project management work plan adjustments. Work order analysis analyzes completed capital projects for accuracy; and assigns appropriate property units for recording in Asset Investment plant. In addition to the other Planning and Asset Management organizations, Asset Management Oversight and Program Support works closely with TEP's Project Management and Support functions, TG's Transmission risk management support and Asset Investment Strategy administration and support, and Finance.

Duties:

  • Plans and manages projects from the concept development stage through implementation and management. Identifies requirements, develops technical and administrative approaches, and coordinates project resources, including project costs, human resources, scheduled completion timeframes, etc.
  • Participates in, coordinates, and/or manages agency programs and projects.
  • Provides advice and guidance when program interpretation, opinion, or decisions are solicited. Consultations involve assessment of program conditions, phenomena, or anomalies.
  • Supervises a group of employees performing work at the GS-12 through GS-14 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
