    BPA is a not-for-profit federal electric utility. Our high-voltage transmission grid comprises more than 15,000 miles of lines and associated substations in Washington, Oregon, Idaho and Montana. The power is produced at 31 federal dams operated by the Army Corps of Engineers and Bureau of Reclamation and one nuclear plant in the Northwest and is sold to more than 140 Northwest utilities. BPA purchases power from seven wind projects and has more than 4,700 megawatts of wind interconnected to its transmission system.

    This position is located in the Supplemental Labor Operations Team component of the Supplemental Labor Management Office (SLMO).

    Functional Statement:
    The Supplemental Labor Management Office monitors, administers and manages the use of supplemental labor throughout the Agency. This organization is responsible for establishing and implementing supplemental labor policies, in conjunction with the Supply Chain Policy and Governance and Human Capital Management Offices; implementing and continuously improving standardized supplemental labor processes; evaluating supplemental labor suppliers and creating strategic alliances where appropriate; strategically sourcing supplemental labor in order to provide the best resources at the best prices; and managing the Vendor Management System (VMS) all with the goal of ensuring effective and efficient utilization of supplemental labor resources. This organization is the steward of NS budget management including coordination with BPA???s Finance Organization for budget development, reporting, monitoring, and maintenance.

Duties:

  • Directs, manages, and/or evaluates programs to provide recommendations for effective organizational changes in light of factors such as the use of fund options related to organizational changes. Prepares documents pertaining to positions and organizational structures.
  • Manages and/or directs quality improvement programs. Performs work related to monitoring quality programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes.
