    This position is located in the IT Project Management Office group (NJP).

Duties:

  • The IT Project Management Office (IT PMO) manages the Agency's IT project portfolio to ensure an overall IT project delivery strategy within established budget and resource constraints. The IT PMO is responsible for predictable and transparent delivery of each IT project by employing sound project management practices and close coordination with the business lines and other IT departments. The IT PMO also establishes IT project management standards and governance and provides training and certification to IT Project Managers.

    The IT Specialist (internally known as a Senior Business Analyst) is responsible for defining the business context for the IT PMO business analyst function and managing the Requirements Management (RM) Capability of the System Life Cycle (SLC) including developing and executing the implementation plan (RM Capability roadmap). The RM Capability addresses project activities that develop project requirements; assures that the project scope is fully defined, detailed, well understood, and fully aligned with the business strategic plans and goals. Managing the RM Capability includes establishing baseline metrics and conducting gap analysis between the IT PMO RM Capability vision and baseline - including analysis and comparison for people, process, and technology.

    The Senior Business Analyst is responsible for defining, implementing and providing leadership for the following:

    - Developing and executing the RM Capability roadmap for the IT PMO.

    - Reviewing and providing mentoring to business analyst tasks related to software development projects, including requirements definition and requirements management; development of requirements documents, development of process flows and use cases, and related testing/implementation activities. Creating and delivering user training to business analysts.
  • - Developing and maintaining effective client/stakeholder relationships. Working with clients/stakeholders to understand and manage requirement changes. Working with IT and business managers to effectively prioritize activities and achieve defined objectives. Consistently translating business requirements into IT solutions using analysis and modeling tools. Acting as a strategic partner between the user community and the technical applications development staff.
  • - Evaluating work processes and making recommendations for effective organizational changes. Conducting fact-finding and investigations into effective and efficient ways of managing an organization's work functions. Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency, effectiveness, and cost savings.
  • - Managing all aspects of multi-year IT program initiatives, including project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations. Programs are carried out through multiple related IT projects and are established to provide IT products and/or services. Leading, coordinating, communicating, integrating, and is accountable for the overall success of the program.
