The Court Services and Offender Supervision Agency has an opening for the Agency Drug Testing Program Manager to join our dedicated team. The Court Services and Offender Supervision Agency presents our nation's capital with a unique opportunity to create a new level of offender supervision, which in turn will provide a safer environment for our citizens.

    LOCATION: Court Services and Offender Supervision Agency (CSOSA), Office of Community Supervision Services, Illegal Substance Collection Unit, Washington, DC.

    MAXIMUM ENTRY AGE: Because this position is covered under Law Enforcement Officer retirement provisions, first-time law enforcement appointees must not have reached their 37th birthday at the time of appointment. Applicants 37 or older who have previous law enforcement officer experience under the Civil Service Retirement System (CSRS) or the Federal Employees Retirement Systems (FERS) may have their previous law enforcement officer experience subtracted from their age to determine whether they meet the maximum entry age requirement. applicants must provide document to verify date of birth to receive further consideration.

Duties:

  • The Incumbent is a Drug Testing Program Manager for the Illegal Substance Collection Branch VI, and plans, directs, controls, and supervises work through four Drug Testing Operations Managers and Lead Drug Testing Technicians. Provides customer service and outstanding sample collection services to collect an average of 30,000 samples monthly from an average of 15,000 offenders under criminal justice supervision in the District of Columbia. Ensures integrity in initial and ongoing phases of the Drug testing process and ensures Drug Testing Technicians operate consistent with established drug testing protocols, maintain strict adherence to Chain of Custody Policy in collection of samples, maintain strict adherence to Agency's Confidentiality Policy in the distribution of collection results, and work to maintain monthly collection, inquiry, and test results for data assessment and interpretation and transmit offender data for effective Community Supervision Case Management.

  • Develops and implements guidance and procedures for the Illegal Substance Collection Branch. Develops and implements drug testing protocols and ensures strict compliance by all individuals, and ensure integrity in all phases of the drug testing process. .Develops long-range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of Agency drug testing programs affecting large numbers of people.
  • Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
